This clip is going around the internet.
This from a Charlie Chaplin movie, and looks to modern eyes to be someone talking on a cellphone.
Youtube comments suggest that it’s much more likely to be someone with a mental condition or more likely someone who’s just come from the dentist and is holding a block of ice against their newly pulled tooth.
Somehow, the tooth theory seems most likely to me.
Update: Apparently this may also have been a prototype hearing aid, which were coming out at that time.
